Set-top boxes astir

It is about time some of us, who vote in all elections, demanded an explanation from our politicians about how they spend our taxpayer money. Who is pocketing most of the $400 allowed for pensioners to get a digital set top box and have it properly installed?
Is there something wrong with set top boxes available for purchase at less than $50 or even $100 each? If not, why are we not using them to help pensioners? If so, why are they allowed to be sold in our retail outlets? Then again, if they are being used, why does it cost $300 to have them plugged in properly? Just because I am a pensioner does not mean I approve of waste or that I don’t need any help, and I certainly do not approve of taxpayers being ripped off with politicians mis-spending their hard earned dollars.
