Australia needs to follow the example set by Florida in the US, they have a law requiring drug testing of applicants to receive welfare. Applicants must pay for the drug test but are reimbursed if they test drug-free.
Any applicant who tests positive for illicit substances will not be eligible for welfare for a year, or until they undergo treatment. Those who fail a second time will be banned from receiving funds for three years! In Australia it is a requirement that many have to be tested drug-free to get employment, so why not those who receive welfare and driver’s licences—that could improve road safety.
